Anne Klein named director of energy sustainability. Klein will promote energy efficiency involving program that includes transportation, economic development, residential energy efficiency and recycling. Klein joins St. Louis County after being a former aide to St. Charles County executives Joe Ortwerth and Steve Ehlmann.

MSD provided preconstruction runoff calculation spreadsheet as a tool for engineers. Spreadsheet intended to quickly evaluate whether and how much a BMP reduces runoff volume and help design BMP infiltration beds. HBA submitted comments to city on new stormwater ordinance with regulations attempting to control runoff, soil erosion, and nonpoint source pollution. Primary focus is on rain gardens. Planning and zoning voted against regulation requirements 5-1 at February meeting. Item was tabled at council on April 26 and will be held until May 24 meeting. HBA continues to monitor closely.

MO General Assembly passed changes to state’s mechanic’s lien law. HBA was very active in discussions and negotiations with stakeholders, including title insurance industry, mortgage banker and subcontractor representatives. Legislation helps ensure construction financing by decreasing risks to title insurance underwriters. Changes include recording notice of rights by claimant, recording notice of intended sale by owner, documentation required for mechanic’s lien claim and format for unconditional final lien waiver. Governor has until July 14 to sign bill into law; changes will be effective August 28, 2010. HBA will host seminars about new procedures to file mechanic’s liens…info to follow.
